Which horror movie is this?

I remember a movie in the early to mid 90s where a girl (early 20s, black short hair) walks though a darkly lit room and finds an old wooden chair. She curiously sits in it and the chair locks her in. A little spinning blade comes out and aims at her throat. The man (probably Robert Englund, but not in Freddy Costume) comes out from behind her and tells her that the blade can't start unless the safety is removed. He removes the safety and it kills her in quick editing. I cannot find this film anywhere. Little help?
